When Do You Need a Commercial EPC?
A commercial energy performance certificate — officially known as a non-domestic EPC — is a legal requirement before any non-residential property in England and Wales is sold or leased. Since the introduction of the Minimum Energy Efficiency Standards (MEES) in April 2018, properties rated F or G cannot be let to tenants, and many banks and financial institutions now refuse to complete transactions on properties with those ratings.
You need a non-domestic EPC when you:
- Sell a commercial property
- Let or lease commercial premises, including granting new leases or renewals
- Build a new non-domestic building (which also requires BRUKL compliance)
- Modify a building's heating, cooling, or ventilation systems significantly
Penalties for Non-Compliance
Your commercial EPC is valid for 10 years from the date it’s produced, and must be available to prospective buyers or tenants from the point the property is first marketed. Failure to provide a valid EPC can result in fines of £500–£5,000 based on the property’s rateable value. Letting a property rated F or G in breach of MEES can attract penalties up to £150,000.

How the Commercial EPC Process Works
Get a Quote

Site Survey
One of our directly employed NDEA assessors visits the property to carry out the survey — measurements, photographs, and detailed notes about construction, heating, ventilation, and lighting.
Technical Modelling
Our in-house technical team creates a detailed 3D model of your building using DesignBuilder — the market-leading energy modelling platform for non-domestic buildings.
Your Documents
Within three working days of the site visit, you receive the EPC (A to G rating) and a recommendation report. Both are lodged on the official government register.
Why Accuracy Matters
The Problem With Cheap Commercial EPCs
There’s a persistent quality issue in the commercial EPC industry. Many providers subcontract work to freelance assessors who may not fully understand the SBEM conventions, or who rush surveys to keep costs down. The result is inaccurate ratings — sometimes significantly so.
An inaccurate EPC can have real consequences:
If the rating is too harsh
Your property may appear less energy-efficient than it actually is, potentially triggering unnecessary MEES concerns, reducing its market value, or requiring you to spend money on improvements that aren’t actually needed.
If the rating is too generous
You could face problems down the line when the property is re-assessed, or find that improvement works based on the EPC recommendations don’t deliver the expected results.

After the site visit, our in-house technical team creates a detailed 3D model of your building using DesignBuilder — the market-leading energy modelling platform for non-domestic buildings. Unlike the free iSBEM software that many assessors use, DesignBuilder allows our team to build a fully three-dimensional representation of your building, producing more accurate calculations and giving us the flexibility to model complex zones, HVAC configurations, and lighting schemes with precision.
The calculation follows the Simplified Building Energy Model (SBEM) methodology — a standardised process where data is fed into approved software to produce the rating. For complex buildings, DesignBuilder also gives us the option to use Dynamic Simulation Modelling (DSM), which can produce a more accurate — and often more favourable — rating than standard SBEM alone. This is particularly valuable for MEES assessments where the difference between an E and an F has legal and financial consequences.
What You’ll Receive

Exemptions
Certain types of property may be exempt from requiring a commercial EPC. These include:
- Places of worship
- Temporary buildings with a planned time of use of two years or less
- Standalone buildings of less than 50m² that are not dwellings
- Industrial sites, workshops, and non-residential agricultural buildings with low energy demand
- Buildings due to be demolished
However, the rules around exemptions contain nuances — for example, the government has never clearly defined what qualifies as “low energy demand,” making that particular exemption difficult to apply. If you think your property might be exempt, we can advise you.
Pricing
Commercial EPC prices depend on the size and complexity of the building. Unlike domestic EPCs, there’s no fixed price — we quote individually based on the information you give us.
As a guide, a straightforward small commercial unit will be at the lower end, while a large multi-zone building with complex HVAC systems will cost more. We’ll always give you a clear quote upfront with no hidden charges.
